The approach taken by Guy Etchells worked simply because the rules for the 1911 census were different so it was possible to get it released early. There is specific legislation covering the 1921. As you say, the government has better things to do than rewrite legislation for the sake of a group of hobbyists. The 1939 National Registration is available now and while that is not exactly the same as a census, it's the next best thing.
