Hi Dave The records you want to access , both street directories and electoral registers, can be found at the Brighton Local History Centre http://www.brighton-hove-rpml.org.uk/MUSEUMS/BRIGHTONHISTORYCENTRE/Pages/home.aspx They have a collection of both going back before 1904. At that time there were Kelly's and/or rival directories showing residential householders in the Brighton area. Geographically Brighton is in East Sussex.
