Yes, Deborah. It's called gerrymandering. Congressional representation and all that. In 1990 I received the first one on which I would have been counted. I am pushing 60 years. It told me to keep the form, not to mail it in. A census taker would come to my home to do a more detailed interview. The census taker never came. I personally talked to the census taker and made appointments twice, for her to come to my home and complete the form. She skipped both appointments. I still have the form!
