Photo was taken in 1896, in Duluth (St. Louis Co.) MN, and he looks to be about six months old. I found the exact name, Robert Bruce Stewart, in the WWI Draft Registration, giving address in Duluth, MN, his DOB as 31 Mar 1896, stating he was single and, in 1918, worked as an accountant at a manufacturing company. By 1930 census, he was age 34, born in MN, was a controller at the University in West Lafayette (Tippecanoe Co.) IN, and his wife was Lillian, age 36, born MN.
