I have had some pictures restored at Wal-Mart for about $30.00 and they came out great they can even do a color and black and white ot two in black and white. Gayle S. I have had some luck in copying faded pictures but overexposing several f/stops using my nikon film camera. I also was able to get some good pictures using a digital camera and exercising the Sam's club do-it-yourself equipment. If the picture has breaks, missing part of the image, then a pro will need to get involved.
