I'm not sure where you are looking, but on http://www.argenweb.net/arcounty.htm - you will find these counties marked adoptable: Crawford and Desha I just sent the note to the webmaster earlier today who will add these counties as adoptable very shortly: Drew, Lovely, Faulkner, Lafayette, Lawrence, and Izard Oops!
