I SO agree. Illinois had to move and some of the counties were impossible due to the stupid program they used to set up. The pages look like pictures. Let's stick to HTML. AFAIK the major word processors can output in HTML. There are free text editors that do it. We have a CC who has done his county in textpad for 15 years. It isn't elegant and it isn't the best solution but it is better than that garbage.
