On the face of it, it sure looks like a violation to me. If the banner or click-thru is on a separate page and clearly identified as something that could financially benefit the coordinator (or whoever's affiliate ID is used -- I suppose it might be a genealogical or historical society), I think it would technically comply. But that would be about the only way I can imagine that it could be done without being in violation.
