Roger, this one is ridiculous. I have very few external links on my main page. Most of my links are on a "Links" page. This could be a recommended guideline, but is should not be mandated. I will not change my county pages by adding this disclaimer, nor would I enforce it on my CC's. Your group needs to rethink this one.
