    3. Who is responsible for enforcing this and _how_ would this be accomplished? (This question also applies to the web page requirements in Section 1 of this Article.) As I have mentioned before, in Rhode Island there are three coordinators - for everything. As I have also stated before, this voting requirement is ludicrous for Rhode Island. I would open the election to the members of the RIGenWeb (Rhode Island genealogy) mailing list. I also see no clarification, as was included in a previous version, of whether or not this would affect incumbents.
