Les, My sympathies on the loss of your mother-in-law and my prayers for your mother. I know how very painful it is to deal with our parents' illnesses and deaths. My mother passed away last November and I am coming up on the one year anniversary of her death. I miss her still. As for your problem, if I were you, I would have the password changed for the county and put it up for adoption. There is no way that an SC should ever be left out of the loop on something like this and I can't imagine what the former SC was thinking. You have certainly done more than your part in attempting to communicate with the "new" CC and in subbing him to the list. The fact that he unsubbed himself is a sign that he isn't a team player.
