    3. I agree with Nancy. The idea of having a Special Project is just that, it should be treated differently than a regular County Project. Special Projects in their name alone tells me that it is something that may have a limited amount of material because of the subject that it is pursuing. If it has been authorized long ago and has as much material as is included on it such as the Orphan Train Riders, for instance, it should be grandfathered in before any rules to the contrary, and any State which has the vast amount of materials such as this, ought to be proud of it and accept it for what it is. It seems pretty foolish to completely "decommission" a special project when it is understood from the beginning that it is not one that is going to necessarily always have materials added. How many of you have such Projects included in your States which have not been updated in some time? For that matter, how many of you have Counties in your States that have not been updated in some time?
