    3. While we are on the subject, can we come up with a better logo? This one looks like someone nuked St. Louis. And it will be a long time before we soar into a new millenium. When we voted on the logo, we were all graphically challenged and I am sure we can come up with a much nicer, more esthetically pleasing design. __________________________________ Do you Yahoo!? 3. All the states you mention have the official USGenWeb logo on its main page except for Hawaii. The twin territories is a part of OKGenWeb. The USGenWeb logo is at the top of the page for Delaware. The URL on www.usgenweb.org does need to be changed to the new site. Anyway, they were there just a minute ago when I looked. When I became a member of USGenWeb in 1998, I was told to always use USGenWeb, never use GenWeb, as GenWeb belonged to someone else. I have enforced that rule since becoming an SC. The official USGenWeb logo was adopted in 1998. The eagle logos were approved to be an alternative logo a few years later. When a member of the AB does not know there is an official logo or where to find them, why are they on the AB? The state in question uses the old GenWeb spider web logo that should have disappeared 5 years ago. This state has had plenty of time to get its act together. If you don't enforce the rules as to the states, then don't expect the SCs to enforce any rules they don't particularly care for, either. As for a new logo, design one and let's vote on it. Again. But I think USGenWeb is closely identified with the logo it has been using since 1998, and it would be a mistake to change it. 3. Well then... somebody isn't reviewing well if there is a state out there who doesn't have the USGenWeb logo. David has been trying very hard to get all of the Texas sites in compliance, but there are some coordinators who refuse to budge and he hasn't really had anything to back him up. (Texas probably isn't the only county.) Texas reviews its sites once a month to ensure that problems don't crop up and are dealt with, but without the backup, it has been pretty hard to get some of these people to follow laws and others are really complaining that we single them out. (Even though we specifically state that they have to follow the USGenWeb County Requirements on our website and when they adopt a site.) I suggest that the By-Laws committee create a form letter that can be easily editted for the SCs to send to counties that are not compliant. Maybe something along the lines of: "Dear Coordinator, It has come to our attention that your website, County XXGenWeb, is not compliant with USGenWeb and/or XXGenWeb requirements. Problem: <insert issue here> We would like to see this solved within one week of the date of this letter. If you require assistance, please contact your State Coordinator. We have many volunteers who would be happy to help if you are lacking time or resources to fix the problem. If this issue has not been resolved in a week, you will be removed as County Coordinator and the site will be placed for adoption. You can still run the site, but you will be requireed to remove any mention of USGenWeb or XXGenWeb and you will need to find another host if you are using Rootsweb. All connections to USGenWeb and XXGenWeb must be cut. If there is a family emergency and you need more time, please let us know. We realize that you may have personal issues that may result in a lack of time on your part. However, be aware that we will assign a volunteer to help you if you are asking for longer than a month. Please do not read this letter as a reprimand against you. We truly do not wish to have to take any action against you. You and your volunteer work have been an asset to USGenWeb and we would like to see this resolved as easily as possible and keep you on as coordinator. Let me know if you have any questions. 1. Re: [STATE-COORD] What rules to enforce?

    3. We have that question on our review form when the reviewer views the pages and it is mandatory that the state and national logo's be presented on our state county pages at the top of the pages. They have to been seen when the page is opened up. If they fail to comply, their site fails the review. They are sent a notice of the review, why they failed and given a certain amount of time to comply, we usually give two weeks. If they refuse to budge, the alternative is to remove them from the web page. It doesn't look good when several counties don't comply and get away with it and then other counties comply when they may not want to so they think they can eliminate the logo's or put them at the bottom of their pages. If you have a record of how many times that county has failed, present that and tell the coordinator that unless they comply in the designated time, they will be removed as CC for that county and the county will be put up for adoption. If they still think they are holding the high cards and refuse to budge.. bye-bye-- and find someone who will comply with all the requirements of the USGenWeb. Actually, this is something that has to be handled with in the state and I don't believe the AB would step in on this case. As SC of the state, you control your state and you have to enforce the by-laws. 1. Re: [STATE-COORD] What rules to enforce?
    2. Gail Meyer Kilgore
    3. Section 1. All websites shall include prominent display of The USGenWeb Project logo on the home page. A state project logo may be required depending on the guidelines/standards in effect for that state. This answers one of your questions. ALL WEBSITES and if you are the SC and this is not being done in your state give them several warnings or a certain amount of time to comply with the by-laws and if they don't delink the site. The same with advertising something for sale on their main page.. that is a BIG no no and they can do it on a secondary page and if they don't comply.. delink them. If you let them get away with it, they will only continue to do as they please and laugh at you. You, if you are the SC, have to have your county sites in compliance with the by-laws of the USGenWeb as well as your own state guidelines. The is what the review process is all about. If you hold bi-annual reviews and have guidelines in place as well as the USGenWeb by-laws a review of county sites is easy. Gail ----- Original Message ----- From: "David W. 1. Re: [STATE-COORD] What rules to enforce?
    2. David W. Morgan
    3. Thanks, Gail. I realize that it is my decision to make. When I became the SC, there were 8 counties that did not have the USGenWeb logo on them, and some more states that did not have the current TXGenWeb logo on them. All the counties are in compliance with those rules now, though I did lose two long-time CCs, that were here before the bylaws or the logos, and before I was here. Then when the GenConnect boards went dead, I had about 14 counties that I needed to coax into changing their URLs so that they had a way to handle queries on their counties. I am just getting around to the books for sale on the main page thingy. I notice that you did not answer the problem with the state XXGenWeb page not having the USGenWeb logo on it. That is surely a problem for the advisory board, I would think. And you are on the AB. 1. [STATE-COORD] What rules to enforce?
    2. David W. Morgan
    3. If someone refuses to put the USGenWeb logo on their main page for their county, do you de-link them? What if it is a state XXGenWeb project that refuses to put the USGenWeb logo on the main page? Do you de-link it? How does the SC enforce the rules of the USGenWeb project in his/her state when the AB (or whoever) doesn't require all the XXGenWeb state projects to follow the rules? In case you are wondering, yes there is one state project that has never added the USGenWeb logo to its page, and the logo was adopted in 1998. That is five years. My purpose for posting this message is not to pick on one state. I have memtioned this to more than one AB member over the years, and nothing ever gets changed. I am just wondering which rules are the important ones to enforce. I have one county in Texas that is selling books from the local genealogical society on its main page. This is a long-time CC, and previous SCs encouraged the genealogical societies to adopt TXGenWeb pages. So some of the societies believe they own the county pages, and can control what goes on the web site and who the CC is. I have asked the CC to move the books for sale off the main page, onto a secondary page. He likes it the way it is and will not move them. I can de-link the county, but I would rather not do that. I also am not going to declare anybody MNIGS in Texas. If I have to de-link, then they are not a member, good standing or not. So, what rules do we enforce? David ARTICLE VI: DUTIES/QUALIFICATIONS OF ADVISORY BOARD (SNIP) Section 5. The Advisory Board shall also have the responsibility to remove links from the national website, as appropriate, to websites which fail to meet the established guidelines/standards for The USGenWeb Project or to websites which display inappropriate content. Coordinators of any websites found to be in non-compliance shall be notified of such and shall be given a period of two (2) weeks in which to bring their website into compliance. The two-week time limit shall be flexible based on justifiable reasons presented by the website coordinator. ARTICLE IX. GUIDELINES/STANDARDS FOR WEBSITES/MEMBERS Section 1. All websites shall include prominent display of The USGenWeb Project logo on the home page. A state project logo may be required depending on the guidelines/standards in effect for that state. Section 2. Solicitation of funds for personal gain is inappropriate. This is defined as the direct appeal on the home page of any of the websites comprising The USGenWeb Project for funding to do research, to pay for server space, to do look-ups, etc. A website may, however, acknowledge any entities who may host their website (i.e., provide server space at no cost) or may include a link to a coordinator's personal page on which they offer research services for reimbursement. The acknowledgement may include a link to the hosting entity's website. A website may list research materials and/or services which may be for sale/hire, either by the coordinator, a genealogy society, or others. Such a listing shall not be on the main web page for the site, but may be linked from the main web page. It may be appropriate to include a disclaimer that the coordinator and The USGenWeb Project do not guarantee the contents of such research materials and/or the expertise of any professional researchers. 3. I just updated the Who's Who page for the AB and I am missing email addresses for the following new members: Northeast/North Central Region CC Rep-Teri Brown Southeast/Mid-Atlantic Region CC Reps -Denise Woodside and Linda Blum-Barton. If the SCs could send them along, it would be a great help. Thanks, Pam
