Hi Trevor, As the family appear to have hit hard times by 1881 it would not be unusual for a young child to be living with relatives to avoid the workhouse. If you know any of Samuel or Maria's siblings, particularly married sisters, it would be worth looking at them in 1881. Lucy may well be recorded with their surname and possibly even as their daughter and not necessarily born in Willenhall! Grandparents and aunt/uncles would also be worth investigating.
