Andy I was told this at a Family History class many years ago .... perhaps since people didn't have the luxury of fast cars etc and it took quite a time to get from A to B they may have been travelling back etc .... also I was told that "The Family" of the house would have had visitors over Easter and any Servants would be given the following weekend "off". As I said you "May" find them away It wasn't necessarily compulsory ... What you have said brings me to a very important issue here ..... DON'T believe everything you hear OR read ! REMEMBER .... every piece of information whether it be Registration, Census, Wills or Parish etc is ONLY hearsay ......... someone has uttered it and someone has written it down ! Various sources suggest the date for Easter 1861 as March 31st and the census date as April 7th. I don't think many folks would get the week as holiday.
