I think people need to remember that GRO districts are completely different to county boundaries. A lot of the South Derbyshire villages register birth marriage and deaths at Burton upon Trent yet none have ever been in Staffs. People don't like new names on the whole - try talking to Yorkshire folk about Humberside and Rutland/Leicestershire folk about unitary authorities!
