Texas, under the Treaty of 1845 between two Soverign Nations, enterred the Union with the right to divide into 5 States and/or seceed and did before enterring the Confederacy as a Nation becoming a Southern State. Technically , some action was needed to readmit The Republic of Texas to the Union, but tht action and vote is all but lost except to Therotical Historians I had for College teachers.
