Buster, an old police method of doing this does not require any high tech equipment. Get a can of cheap face powder from the Dollar Store, and load a salt shaker with it. Spread it evenly over the picture, but very thinly Spread the powder on the side with the indentation, not they side where they protrube. (Often you can make out dim writing by using a mirror and reading it there. You need to be in good lght but not where the light glares. It will show the writing backwards, but you can read it, though it is slower.) Success with the powder will depend upon whether the entire writing is indented, but at least partial success can be expected without damage to the photo. Good luck!
