    3. I would imagine it was Lord Selbourne (William Waldegrave Palmer) b 1959 in England . Governor of the Transvaal and Orange River Colony and High Commissioner in 1905 .... He was famous for the Selbourne Memorandum issued on Jan 7 1907 which served as the basis for the National Convention. Returned to England in 1910 and died 1942. Taken from Eric Rosenthal's Encyclopaedia of Southern Africa 6th Edition vol 2.
