Personally, I think you should record the place where the death certificate is issued. That will help people looking for the actual record in the future. There is software that allows you to record multiple facts for each event. I am sorry to hear about the passing of your brother-in-law. With car accident victims their place of death is recorded as the place were they were declared dead. Eg. If they passed on between Cape Town and Johannesburg but they were taken to morgue in Bethulie, place of death would be recorded as Bethulie. My sister's grandson was born next to the freeway between Warm baths and Pretoria. His place of birth was recorded as Pretoria were he was seen at the hospital.
