The 'nee Scott' bit, although below the line for the signature, is part of Helen Constance Winterfeldt's signature. This is clear because she crossed her t's in a way that is distinct from the other writing on the page. I would read the witness signature as more likely E. D. Scott, though E. O. is possible.
