    3. Might an foi request be worth a punt in any event ? The only grounds for withholding a copy or access to the original must surely be economic and that ought to be something that could be overcome on a case by case basis, as you say, for a fee ? This is an interesting area and as more records are digitised and cost cutting bites I can see more of these sort of restrictions applying. I do feel it is something for ASGRA, AGRA and SOG to ponder.
