The CABI should include the county of birth. You can get the actual record from the county www.vitalchek.com or www.vitalrec.com or by contacting the state in Sacramento. The counties are usually significantly faster. The only advantage to using the state is when you do not have the exact information. Smaller counties will sometimes search some time span, but don't count on it. Most won't. On the other hand, the state will search, but don't expect the results in less than months. Some counties will allow transcribing, but many won't because of identity theft concerns they say.
