The descriptors used on immigrant passenger manifests were dictated by US law and rules which had to be followed by the shipping companies completing the manifests, and nothing in these rules addressed of what *ethnic descent* ANYONE was with regard to their *nationality*. There is an entirely different question on immigrant passenger manifests which asks SPECIFICALLY for "people or race". Nationality is completely different.
