TX beside his mother, Winnie Pearl (Deskin) Sisson Actkinson. He was married to Lottie Bell Gotcher and this union ended in divorce.     2. Ida Victoria (Sisson) Frederick Mrs. Ida Victoria Sisson Frederick, whose age was just 5 days short of 96 years, died in Memorial Hospital Thursday (March 18, 1970), last week. Her funeral was Friday (March 19, 1970) afternoon in First Baptist Church, Blooming Grove, with pastor Ronnie Chesser and former pastor A. F. Sanders of Garland as ministers. Mrs. Chesser, soloist, and the church choir sang with Mrs. R. Bruce McCormick as organist. Interment was in <A HREF="http://www.rootsweb.com/~txnavarr/cemetery/rose_hill/index.htm">Rose Hill Cemetery</A>. Casket Bearers were David Frederick, Billie Frederick, Joe Honea, Garus Yates, Roy Yates and Mack Holmes. McCormick Funeral Service was in charge.     2. Are there any coincidences in this world? Our recent expe- riences with the inspired painting of Mary Jane Dow and the story of her son's adoption make us wonder. As we visited in Mary Jane's home, we also discovered that her husband's fam- ily tree includes Kate McWillie Powers...the beautiful young bride of Dr. R. V. Powers, the founding father of the Mississippi Children's Home Society. Our original receiving home was funded by Dr. Powers and named in loving mem- ory of his deceased wife. And now, all these years later, anoth- er connection is made with the Mississippi Children's Home Society through a gifted artist and her son. As our lives unfold we are somehow brought together through caring for others. We may never know how far reaching our actions and our gifts will be, but we can be sure that they will be touched and used in ways beyond our imagination. Though we cannot know the children whose lives will be changed for- ever through our agency, we do marvel that we are a part of this ongoing work. Without a doubt, we are a part of a larger plan...a plan that makes provision for those who serve and those who are served.     2. I only want to write this to justify what I believe to be misspellings by census takers. The Sisson board has a list of Sisson's in the 1850 census. Oops sorry but my great great grandmother is not there on the list. Whomever took the census spelled her last name Scism................she is listed as Abby Scism in Mississippi. So please take it to heart and use soundex as census takers were just ordinary people and evidently not all could spell or tried to in that day. Would you worry about spelling a last name correctly for minimum wage........did they have minimum wage in 1850? ..Janice

John MORRIS and wife of Somerville, Tenn., are visiting friends in Ackerman this week. Miss MOFFAT of Okolona spent the weekend with her sister, Mrs. B. H. PASLAY. Dr. R. A. NICHOLSON made a professional trip to McCool this week. The Bluff Springs School has elected the Board of School Directors: Messrs. C. H. FRANKLIN, Grady; John SAVAGE, Grady; F. E.     2. The issue lay dormant for over half a century, until in 1977 Upton Sisson of Gulfport took up the cause of I&R. Sisson, who served as state representative from 1956 to 1960, was a civil rights attorney who had argued one of the landmark "one man, one vote" reapportionment cases in the U.S. Supreme Court. At age 70 and in failing health, Sisson returned to the legislature to lobby for I&R. Although unsuccessful, his efforts sparked enough interest in the subject that State Attorney General Bill Allain, running for governor in 1983, pledged to work for passage of an I&R amendment if elected. Allain won, but he was unable to fulfill his pledge. However, the power of initiative and referendum was eventually restored to the citizens of Mississippi by the passage of Senate Concurrent Resolution No. 616 during the 1992 regular session. Initiative and referendum had been a widely discussed campaign issue in the 1991 fall elections. Its eventual passage in the 1992 regular session of the legislature was widely hailed as a progressive reform of government. It was approved by an astounding 70% of the popular vote in the 1992 fall elections – making Mississippi the last state to adopt the statewide initiative process. However, the initiative process that was established in the state is one of the most difficult in the country. Since 1992, only two statewide initiatives have made it to the ballot – both to establish term limits – and both were defeated. This state history is based on research found in David Schmidt's book, Citizen Lawmakers: The Ballot Initiative Revolution.
