So He gave the angels free will and God created the Seed of Evil and let it float around heaven until the appointed time when he knew that Lucifer would partake of the seed and turn some angels against God to follow himself. And when they did fall from grace they were thrown out of heaven by God and dwell in space until the earth was created then they dwell there also. God is holy and could not allow disobediance in heaven. When God created man he was giving a free will, a mind to make choices with. God told Adam and Eve not to eat fruit of one of the trees but they used thier free will and chose to disobey. Therefore sin entered into the human race but God is innoscent of being called a dictator because man has a choice and is not forced to serve God.
