Eva, West Virginia has his marriage license online ( http://www.wvculture.org/vrr/va_view2.aspx?FilmNumber=571287&ImageNumber=97 ) which shows he was born about 1923 to John and Malenda (Thompson) Simpkins in Harts, WV, and married Francis Payton in Logna, WV on 4 Sep 1943. Checking the 1930 census, I located the family in Chapmanville, Logan, WV, with the following information:    John Simpkins, M, 42    Malinda Simpkins, F, 45    Willie Simpkins, M, 21    Almeda Simpkins, F, 15    Steward Simpkins, M, 14    May Simpkins, F, 7    June Simpkins, M, 7 The Ohio Death index indicates he was born 1 Apr 1923 in WV and died 21 Apr 2007 in OH. SSDI shows his last residence was Monroe, OH. This is not a family that I am researching so I don't have any other information.
