John, to answer your question, yes, Winchester is in the Shenandoah Valley. Shenandoah Valley of Virginia lis between the Blue Ridge on the est, and the first ranges of the Alleghenies on the west. It includes teh countys of : Agusta, Rochingham, Shenandoah, Page, Warren, Frederick, and Clark. The Shenandoah Valley of Virginia is but a small part of the Applachian Valley that runs from Newfoundland to Alabama.
