I checked with another email list, and this answer was returned when I posted Louis Moses' query (because I was interested in the same info!): QUESTION: Does anyone know if there are any Virginia state census records available for the period 1805 to 1835? If not state census records, are there county tax records for Shenandoah and Frederick Counties for that same time frame? ANSWER: "I know for a fact there are personal property tax records for Shenandoah starting in 1782 and continuing through the period you mention. While they won't give you actual tallies of the members of a household, they do provide the number of males over the age of 16 or 21 (varies) plus all sorts of fascinating other statistics (which also vary from year-to-year), such as number of horses, colts, waggons, etc. These records can be ordered on microfilm at your local LDS Family History Center. I checked "The Handy Book for Genealogists," to see if there were extant Virginia state (as opposed to federal) census records and they do not mention them.
