You may be referring to the Sean Ruad Ireland Townland Database website. It's http://www.seanruad.com If the place name you enter isn't recognised (sometimes emigrant locations were interpretated phonetically) the search feature allows you not only to search by exact match but other variables. You can also search by county and get the list of all townlands and other administrative divisions in that county. Just select the county you're interested in and you'll get the list.
