The Slieve/Sliabh Luachra "area" is, as you mention, the area along the border between the two counties, in the Rathmore - Gneevgullia area. What has always bothered me is the "sliabh"- part; because there aren't any mountains there. Farther south, we have the Paps and some others, but they're not know as Sliabh Luachra either.
