Judging the fact that they were in a picture with much older cousins of whom I think are now deceased, it would have to be after 1920. I know the children's names, father, mother, but not my own G-grandparents. Grandma died when her baby child was 14. Her name as I know it was Eurilla Eolin Shafer, yet the back of her parents picture is written Shaefer. Spelling was something else back then whoever did the spelling or writing. All I know is the picture said while on a visit. At that time my Grandmother lived in Ohio. She was born 1881 and is not of course on the 1880 census. Would have been nice to see if her name was spelled the way I was told, as other versions are being used now and 1920 census when she was already married. Gosh I thought they might show here the other surnames you listed, but can't see them as I write this and my short term memory stinks. I believe I saw Gilbert, and I know that name is in my lines back to mid 1800's. Haven't found connected to Shaffer but that would be great. Grandma's death record was spelled Shaffer. Seems I remember Tilly, Tilley, Willey, Willet or something like that and often the Woolley name was spelled Wooley, Wolly, Cooley, Ooley, Wiley, etc. Some time ago, I had been sent unverified information that her Father's name was Benjamin H maybe Hiram) Shaffer and he was said to be older than his wife. I also know there is supposed to be Sherman in our lines and if that were my G-Grandmother, I found her to be born 1857. However, was she my G-Grandmother or did he remarry? I can not find they together anywhere. Edith is definitely a name used in my lines. First I saw records I thought was my Grandmother that said Emma, then a cousin said Uhrilla, 1920 has something like Aurilla, Arvilla,? Difficult to find parents of a girl when you don't know the spelling of her name everytime. One of my Grandmother's children had the name Hiram. Son said the name was to have come from a G-Grandfather or Grandfather. I know the name of the other sides name and Edgar isn't there either. Hiram I haven't seen connected, but there was one. Also I was told there were siblings of my Grandmother, Hattie, Merlin orMurlin, and Edger or-Edgar. One of her grandson's was named the same way as his father and he has Edgar and George for names. Ok, I know George name in this case, but no Edgar or Edger. Your Benjamin could be about the right age. Tilley could easily be a nickname but I wouldn't know for what.
