Hello Diana I've deleted your original message about a death of an English person outside England and can't recall what country the person died in - somewhere in Africa perhaps? Just remember that not every British person dying outside the UK had their death registered with the British authorities (and that if there was any Scottish connection this may have been with the Scottish authorities not the England & Wales ones). It all depended on what the family wanted and what the local system in the area where the death occurred was. So have you checked the records in the locality of the death? I have a relative of one of my Scottish ancestors whose death is recorded on a headstone in Scotland as having died in a mining accident in Rhodesia (early 1900s I think) but I don't have his death recorded in the Scottish records. I presume that there was an adequate registration system in that part of Rhodesia (now Zimbabwe probably) at the time at least as far as the British and other European residents were concerned.
