I have no info about James going to GA. William went to Knox/Anderson Co TN with wife who died in l806 (Roseanne Mills) and he married my relative Mary "Polly" Severs. I believe you have a copy of Petracek book "The Lamar Legacy". James, then, went to Nodaway Co MO and apparently his wife Elizabeth Seaver died there. He returned to Jefferson Co TN afterward and died there as you stated. Decendants of both James and William intermarried with Severs in later generations and migrated with William Severs to Newton Co MO area after l840 and to Nodaway Co MO with John Severs l849 and after (or, maybe the Severs went with them). I know of no other connection of the Seaver family and the Severs family but have been looking for it as William Severs l752 was father of Mary Polly Severs and the marriage of James Lamar in l796 in Botetout Co VA was bonded by William Seaver. He seems to be a different person than William Severs as he shows in the l800 census of Botetout Co VA living with two males and, at that time Wm Severs seemed to be in Knox Co TN with wife and 3 children (one was female) so the census entry for Botetout Co could hardly be for him. I assume you have no male parent for James and WIlliam I assume you have not connected them to the Maryland Lamar Clan (which seems so logical but has evaded me). The name Osborn would seem to connect him to the Maryland Clan of Lamar. If he is related to James and William it would be a further indication of that connection as Osborn would, probably, come from Verlinda Osborn who is of the Maryland clan.
