In Win 98 Internet Explorer(written ie explore or something similar) is the correct program to open jpegs. If IE is working ok, I can't imagine what the problem is. Perhaps try to open pictures from IE itself, using the File---Open dialogue. If that works, then IE is basically ok. But to make sure, why not try Control Panel---Add or Remove Programs. Choose Microsoft Internet Explorer. You will get an option to repair. Choose this. That may fix the problem if IE has got a bit confused.
