All you need is a suitable cable to go from the output of the reel-to-reel and the input socket of the PC sound card. Once you have that then the free program Audacity will be able to record whatever you play onto the PC where you can edit / clean up / save as MP3 / Wav files etc ready for copy to MP3 player or create a CD from. Might have to play around with the output volume of the reel-to-reel as too much might overload the sound card input.
