In Thunderbird, as in Outlook Express (OE), you should have a "Forward as an attachment" feature, perhaps under a "Message" tab. If you forward a received e-mail as an attachment using that feature, that will preserve that e-mail intact, complete with the picture. This tactic is often used by others to overcome a glitch in their OE that drops out pictures from forwards.
