I've heard good comments about Irfanview. Irfanview has recently added cloning to its capabilities, so that you can clone part of one picture into another picture. EXAMPLE: http://www.minco-ok.com/history/woolly.jpg (I did the above with Paint Shop Pro 8 or 10, but Irfanview has the capability.) Also, with Irfanview you should be able to paste a picture on top of another picture. One has to resize one picture in a process of trial and error to get the scale right.
