There can be many reasons that would do that but the first thing to try is starting up in Safe Mode - keep tapping [F8] during startup until it either beeps at you ( if that happens, stop tapping ) or the option screen appears ( white writing on a black screen ). It will ask you to log into your user account or one called 'Administrator' even if you are the only user and it normally just goes into Windows. When Windows starts like this you'll see the screen doesn't look right and also things like your AV program and most other things that start up normally won't be there. Now for the magic ... shut down the PC !! Yep, in a lot of cases that's all you need to do and it should shut down properly. Now start up as normal and once everything is loaded do a shut down again - it should do this correctly. Assuming that it does, go on to use the PC as normal and then see if this hanging on shut down returns.
