Very recently I ran into a similar problem, and found that the person's computer also could not download Microsoft Updates! The solution was to notify Microsoft and they assisted in "Repairing Windows Installer". The web page below gives similar information. http://www.ehow.com/how_4842153_repair-windows-xp-installer-free.html The system shows errors that makes it appear that Active-X is the culprit. But if you try to do a Windows update, that too will fail! Good Luck!!!
