Yes, this IS still good, I sent some cards just earlier this week! The cards are designs created by children across the country. They are periodically printed in batches, then sent along with care packages from this organization: http://www.give2thetroops.org/ At this point, the cards won't get there in time for Christmas, so send the troops a Happy New Year greeting! They are sent to deployed military personnel all across the globe, not just in Iraq.
