    3. It is my understanding that court records are a matter of public record. If they will not give them to you with that 'leverage' file a Freedom Of Information Request. All you would need to do there is ask for the specific piece (i.e. the microfilm roll) in writting, and say "I am requesting this as a Freedom of Information Request." At which point they have to give it to you within ten days...but they may charge you a duplication fee.
