Canada has not allowed the LDS to film census records because of the Mormon practice of baptizing these people. Even though the LDS is now going to separate names into two groups, those submitted by church members and those acquired by other means (who presumably would not be baptized), Canada will still not allow filming of provincial records. I have viewed Canadian census films obtained through interlibrary loan; that is the only way I know to see them other than visiting Canada.
