Depends where the boat was registered and which port it was connected to by the company which hired it to make the voyage. I found a birth for my Grandfather's sister on the voyage out, by looking at a site which registered 'Births at Sea". They came out to New Zealand, on the 'Rodney' in 1875. The baby was born on the voyage out, but not registered on arrival. She was registered when the boat returned to London. So her birth was registered as 'on board,' but not till several months after the actual birth.
