Ken, It is my understanding that formal adoption did not take place in Canada until the 1920s. However as a wild shot, try England. A large number of "adopted" children were in fact Home Children who came out from England. Because of the stigma of being a Home Child, that little piece of information may not have come through. There is a database with Library & Archives Canada that lists all the ships lists. We found one of our "adopted" family members that way.
