"Painted Effie" suggest to me a lady named Effie who was, um, not exactly a lady and wore whatever face paint was used in whatever century the street was named. Perhaps she plied her trade in that street? It will probably turn out to be a garbling of some other word and I'm maligning someone's perfectly respectable great-granny! Perhaps I should explain that I live in Richmond, British Columbia, which occupies Lulu Island in the mouth of the Fraser River.
