Effie was a common nickname for the popular name Euphemia. "Painted Effie" suggest to me a lady named Effie who was, um, not exactly a lady and wore whatever face paint was used in whatever century the street was named. Perhaps she plied her trade in that street? It will probably turn out to be a garbling of some other word and I'm maligning someone's perfectly respectable great-granny! Perhaps I should explain that I live in Richmond, British Columbia, which occupies Lulu Island in the mouth of the Fraser River. The island was named after a colourful pioneer woman who ran a saloon and various other establishments offering other kinds of hospitality. Margaret Gibbs Canada
