There are two good reasons for this. The first is when one is dealing with a document of this kind which is in the public domain, it is perfectly possible to look at the document itself and even get a copy of it, if one has a reference. The second reason is that if the information is available in? a secondary source i.e. published by someone else one should immediately be aware of this as it is possible that inaccuracies have crept in.
