From # 206 Choctaw Agency, 27th Sept. 1812 SIR: Enclosed is an extract of a letter from Major Stump. . . . On the night of the 22d instant, on my return from the Chickasaws, I arrested a negro, from want of passport, found in the possession of, and claimed as property by, William Gillaspey, accompanied by a Mr. Perry. It now appears that Gillaspey had no right to the negro, and being alarmed, left the great road, and made his escape. The negro says he was bound for a term of years, two of which he was yet to serve, and that Gillaspey was running him off to sell him as a slave for life. Nothing but a rigid exaction of passports will check this evil. . . . I am, very respectfully, sir, Your obedient servant, Silas Dinsmore. [To] The Hon. Wm. Eustis, Esq. Secretary of War. 182 PASSPORTS ISSD: 2d JUNE [1798] James Gillispie his wife & small girl for 15 days, Wm. Small, Alex.
