Mary, You need to get a lawyer because I think there is a very large fine for every grave that is disturbed and a lawsuit would be in order as they can be made to fix the cemetery like it was the best they can. I have been in contact with one of our Fowler Cemeterys in Greenville and they sued and a very large sum was collected and they landowners paid dearly. I have three generations of ancestors buried in the Hodges Family cemetery, just outside Hodges, SC, and the tombstones are being destroyed by people who attend a go-cart track... that was built right beside the cemetery. I've written to everybody who has any authority, from the governor of SC down to the Sheriff of Greenwood County, about this and can get nothing done. I offered to buy the cemetery, put up a fence, etc. and the owner of the property refused. One of the tombstones has been broken into twelve pieces and thrown about!!! If there's a law that says that this little piece of property belongs to the descendants... why can't we go in there and put up a fence and repair the damage that has been done? I sincerely hope that you are right, but I've never seen anything like that. Please let me know what you find...
