    3. Barb; Conscripted is a $4.99 word for 'Drafted.' "By the state' probably meant he was drafted into the local constitutionally authorized malitia. I believe that this goes back to the American Revolution but I don't know if the states drafted their malitias' are not at that time. They did so in the War of 1812.
